Government Proposal Writer — RFP/RFQ Responses for Psychological Services Firm (Ongoing)
About the work
We're a small, specialized psychological services firm providing evaluation and assessment services to law enforcement and public safety agencies nationwide. We respond to solicitations from federal, state, county, and municipal buyers, and we need an experienced proposal writer to own that process with us on an ongoing basis.
You'd work directly with the principal. Our subject-matter content is strong — we need someone who turns it into compliant, competitive, on-time submissions.
Responsibilities
Review solicitations (RFP, RFQ, RFI, IDIQ, BPA) and build a compliance matrix mapping every requirement to a response location
Draft and edit technical, management, staffing, and past performance sections from our source material and SME input
Format to solicitation instructions exactly — page limits, font specs, section order, mandatory forms
Prepare RFQ quotes and pricing narratives (we supply the rates)
Track amendments, Q&A deadlines, and portals (SAM.gov, state and local eProcurement)
Maintain a reusable content library so each proposal starts further along
Recommend no-bid when a solicitation isn't a real fit
Required
3+ years writing winning government proposals at federal and/or state/local level
Working knowledge of FAR basics, Sections L and M, and evaluation criteria
Demonstrated compliance discipline — you catch the buried requirement on page 47
Excellent written English; ability to adopt our professional voice
Reliable under deadline pressure. Due dates don't move.
Preferred
Behavioral health, clinical, or professional services contract experience
Familiarity with law enforcement, corrections, juvenile justice, or DoD buyers
GSA Schedule or state term contract experience
Strong Word styles/templates and PDF assembly skills
Engagement
Ongoing, project-based, roughly 2-5 solicitations per month with room to scale. Open to hourly or per-proposal fixed pricing — tell us which you prefer and why. We want a long-term relationship, not a one-off.
